David Hardin’s principal area of practice involves international trade matters before various U.S. agencies, U.S. courts and the World Trade Organization. His principal focus is on antidumping and countervailing duty proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission. Mr. Hardin has also been involved in other matters involving the cross-border trade of goods, including those that implicate customs and export control laws.
As part of his practice, Mr. Hardin has assisted in the successful defense of a major Japanese corporation in the antidumping investigation of outboard motors, and in the representation of major Mexican and Canadian steel corporations in the administrative and sunset reviews of antidumping and countervailing duty orders involving steel products. He has also helped advise foreign governments and industries in the litigation of disputes before the World Trade Organization. In addition, Mr. Hardin has represented a Chinese textile company before the U.S. Committee for the Implementation of Textile Agreements in the safeguard investigation of certain synthetic fabrics.
Mr. Hardin has co-authored a number of works related to international trade, including the following: “Article 8 of the WTO Safeguards Agreement: Reforming the Right to Rebalance,” 23 St. John’s J. Mr. Hardin is a member of the Bars of New York, New Jersey and the District of Columbia. He is admitted to practice before the U.S. Court of International Trade, the U.S. District Court for the District of Columbia, and the U.S. Court of Appeals for the Federal Circuit. Mr. Hardin is also an active member of the American Bar Association.
Mr. Hardin is proficient in Japanese, and lived and worked in Japan prior to becoming an attorney.
